A regular CPN (9-digit number that is not attached to your ssn or anyone’s ssn) will enable you to get some credit cards, retail store cards will pass through systems that only check credit bureau records.  This CPN can create credit files that matches your name with the Credit bureaus, but has limitations in terms of obtaining large loans that will require an Identity matching search.  This number is not connected to your name in Government-based name matching systems that many lenders are now using as of JAN 1, 2015.
